Library Square is a proposed mixed-use development on four blocks in downtown Vancouver, WA. When complete, it will be composed of an 83,000 s.f. public library, 100,000 s.f. of office, 17,000 s.f. of retail, two restaurants, a 110 room boutique hotel and 200 upscale residential condominiums surrounding an urban plaza and constructed above 700 underground parking spaces. Library Square is being developed by Evergreen Investors, LLC, a development entity affiliated with Killian Pacific, LLC. As Director of Development with Killian Pacific beginning in 2007, Steve’s role in this project has been to manage all pre-development tasks and contracts, except financing, up to the notice-to-proceed with construction.
These duties have included:
- Negotiating and managing the architectural and other professional service contracts;
- Negotiating the preliminary construction manager / general contractor (CMGC) agreement;
- Negotiating a series of agreements with the Fort Vancouver Regional Library for the gift of the land on which the library is being constructed, construction and access easements, provision of interim and long term parking spaces, preliminary design cost sharing and use of a common plaza by library patrons and for library events;
- Negotiating a development agreement with the City of Vancouver of a public / private development agreement through which the City will purchase and operate approximately 350 of the underground parking spaces as public parking;
- Acquiring key real estate from the Federal Highway Administration and from an adjacent private land owner;
- Coordinating the land use approvals and vesting agreement;
- Working with the City to change their parks and capital improvement plans to allow on-site plaza improvements to be credited against the parks impact fee; and
- Overseeing site demolition and the relocation of a 3,000 s.f. house on the national register of historic places.
Other projects for which Steve provided similar services with Killian Pacific are the development of the 101 office building in downtown Vancouver and a 79,000 s.f. industrial / office building in the Columbia Business Center.
