Officers Row was the first official U.S. presence in the Pacific Northwest after the border was
established between the United States and Canada in 1849. The Row, composed of 21 buildings,
served as senior officer and servants quarters. Many famous military heroes served their country
from the Row including Ulysses S. Grant, George C. Marshall and O. O. Howard. The entire property
is listed on the national register of historic places.
In 1984 ownership of the Row was granted to the City of Vancouver by the federal government. At
that time, the buildings were severely dilapidated. Due to a reversionary clause allowing the
federal government to retake possession of the Row in the event of a national emergency, private
financing and development of the property was not possible.
As the City’s project manager, Steve:
- Retained and managed the feasibility study that resulted in the redevelopment concept
which was 34 high market rate rental residential units, 100,000 s.f. of office space, a high end
restaurant and a public reception building – the George C. Marshall house;
- Retained and managed the architectural and other professional consultant services;
- Retained, through a negotiated contract process, and managed the general contractor;
- Coordinated with City, State and National Parks Service staff to obtain local, state and
national permits related to compliance with building, archaeologic and historic
requirements; and
- Retained the property management firm that managed the property on behalf of the City
upon completion of construction.
The project was completed on time and on budget in November 1987 and has been self sustaining
since that time.
Steve subsequently performed similar functions for the West Barracks project.
